From 2005 to 2010 he studied journalism, German and international development at the University of Montana. In 2007, he studied abroad at the University of Ghana, traveling and documenting the region extensively.<\/p>\n<p>Shane now works as a freelance photojournalist and as creative lead on projects based around the topics of human rights, refugees, and cultural identity. From 2014 to 2015 Shane taught documentary photography and filmmaking at the Salt Institute for Documentary Studies. His work has been featured in the\u00a0New York Times, the\u00a0Guardian,\u00a0The Christian Science Monitor,\u00a0Indian Country Today,\u00a0Slate,\u00a0and PRI&#8217;s\u00a0The World.<\/p>\n<p>Below is the winning image, from Shane&#8217;s photography project, Queer Kampala:<\/p>\n<div><b>Queer Kampala<\/b><\/div>\n<div>\n<div class=\"gmail_default\">\u200b<i>Shane Thomas McMillan<\/i>\u200b<\/div>\n<\/div>\n<h6><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3682\" src=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/Shane-Mcmillan3.jpg\" alt=\"Shane Mcmillan3\" width=\"1455\" height=\"1000\" data-id=\"3682\" srcset=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/Shane-Mcmillan3.jpg 1455w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/Shane-Mcmillan3-300x206.jpg 300w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/Shane-Mcmillan3-700x481.jpg 700w\" sizes=\"auto, (max-width: 1455px) 100vw, 1455px\" \/>Ugandan human rights activist Simon plans to stay in the country for as long as he can. \u201cI have decided to fight from within,\u201d he says. Despite the atmosphere for queers, he says his countrymen are a good people. \u201cI am proud to be Ugandan, my roots are here.\u201d<\/h6>\n<div>\n<p>There are two ways to get by as queer in Uganda: live \u201cloud and proud\u201d or\u00a0&#8220;\u200bin the closet&#8221;.\u200b<\/p>\n<p class=\"gmail_default\">This series of images was created to offer a peek into the lives of that second group, people for whom being open with their sexual \u200bidentity is not an option.<\/p>\n<p>Just months before\u00a0these photographs were made, \u200bthe now-defunct Uganda Anti-Homosexuality Act, 2014 had been pushed through the African nation&#8217;s parliament by the administration of 30-year president Yoweri Museveni. Many local and international observers still believe the bill was simply a convenient distraction from several brewing political scandals; a half-hearted attempt to divert the stresses of ineffective development paired with rapid globalisation towards something other than the government. The act brought international headlines, plenty of scorn from the West, and even sanctions on some aid moneys.<\/p>\n<p>Lost in the debate: the faces and voices of Uganda&#8217;s vibrant queer community. With help from local, national, and international human rights organizations this series was created to capture the stress and fear of living underground as a queer Ugandan. It was created in a sort of safe house in the outskirts of the Ugandan capital, Kampala. The house is managed by a human rights activist named Simon who is portrayed twice in this series draped in a Ugandan flag and peering over his desk into the camera. Summing up the situations of those he helped he said, \u201cWhen two elephants fight, it is the grass that suffers.\u201d<\/p>\n<\/div>\n<p>Along with his winning image, Shane also entered a couple more photos from this series, which\u00a0can be seen below:<\/p>\n<h6><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3688\" src=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/01_UG_DSC7595.jpg\" alt=\"01_UG_DSC7595\" width=\"1500\" height=\"1000\" data-id=\"3688\" srcset=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/01_UG_DSC7595.jpg 1500w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/01_UG_DSC7595-300x200.jpg 300w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/01_UG_DSC7595-700x467.jpg 700w\" sizes=\"auto, (max-width: 1500px) 100vw, 1500px\" \/><br \/>\n\u201cIf we all rush away, the spirit will die,\u201d says Daniel\u00a0looking out of the barred windows of the safe house\u200b. After being outed in a local paper the 32-year-old says he lost his job, his partner had to flee the country, and he had to go underground. Though he would rather stay in Uganda, Daniel says he is planning to leave the country as soon as he can. \u201cIt is not safe for me here anymore,\u201d he says. Though the law has been nullified by the Ugandan Supreme Court, human rights activists say little will change, and that the law will very likely return.<\/h6>\n<h6><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3689\" src=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/02_UG_DSC8622.jpg\" alt=\"02_UG_DSC8622\" width=\"1455\" height=\"1000\" data-id=\"3689\" srcset=\"https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/02_UG_DSC8622.jpg 1455w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/02_UG_DSC8622-300x206.jpg 300w, https:\/\/photographycourselondon.com\/blog\/wp-content\/uploads\/2015\/09\/02_UG_DSC8622-700x481.jpg 700w\" sizes=\"auto, (max-width: 1455px) 100vw, 1455px\" \/><br \/>\nA simple lunch is served at the safe house each day, but putting food on the table is no easy task: funding has been hard for the small organization. Big outside funders don&#8217;t yet trust fledgling underground organization enough to support it and local support is out of the question.
